Initially in Odintsovo built housing for workers and employees of exceptional public importance. However, the owners of the new dwellings in the most part paid for the construction of only residential buildings, require the discharge of the newly created social housing obligations from the state, without having on that legal grounds, since the owners themselves are the initiators of the development of the territory solely in their own interests. The same applies to new businesses. The interests of the state in building areas currently not taken into account by anyone. At the same time, we know that the state interest in the development of defence programmes, development of near and far space, medicine, special education, genetic resources, ecology, cultural heritage and so on.

It becomes apparent that the right of residence in the Odintsovo district must be earned by participation in important government programs, rather than given away for free.

Proposals to ensure the full funding of new facilities owners that I submitted to the Board of the prize of Moscow region Governor in 2014 and 2015, were finalized and submitted for consideration to the RF Government and the presidential Administration of the Russian Federation where it was approved and sent to the development Ministry of the Russian Federation.
