Hydraulic industry exists – to varying degrees and at different levels – always. Its current condition is unsatisfactory and for a long time – decades. This led to sedimentation of reservoir and lakes, their abundant growth of blue-green algae, reeds and bushes, shoaling of navigable rivers and irrigation channels, destruction of dams and banks, elimination of spawning and nursery grounds of fish, the occurrence of flood emergencies.

The main reasons for this condition or two. The first is the lack of financing of the sector adequately, the second is the low level of technical equipment of hydraulic works, leading to a substantial rise in the cost of these works. The industry is still working bulky, multi-ton, not transportable, not self-propelled, low-productive, not technological, not economical and not cost-effective dredges more than half a century of development.Despite their low cost operating costs per unit of output cost ten times more expensive.

2017 is the year of Ecology. It is difficult to imagine what can be done with the environment in just one year. The revival of the ecology of Russia, a long-term task. We propose to consider only one direction of ecology – contents of the water bodies of Russia.

Losses from these processes only in the Rostov and Volgograd regions for a total tsimlyanskoye water reservoir comparable to the budgets of these regions – more than 150 billion rubles annually.

The issues of navigation on the lower don, which is currently associated with the construction of additional waterworks (for example, Bagaevskiy with the cost of implementation in 26 bn), and that flooding of areas of the Rostov region, decrease in fish productivity of the reservoir, the deterioration of the ecological status of the water body due to the complex of measures to maintain the technical condition of the waterworks.

The construction of the dam does not solve the question of the bloom of blue-green algae in the reservoir, the removal and use of valuable components such as organic sediments, and the biomass of algae.

Possible solutions.

We suggest not to reinvent the wheel, but to go a proven method that allowed the long years of the Soviet Union to maintain in proper condition water objects of Russia.

The derived activity will create an additional one unit of 100 — 150 thousand tons of organic fertilizers and soil-formers every year. The use of the by-product of the proposed activity is expected to recover 20-30 thousand ha of lost soil fertility!
